WebI changed settings to make all calls from gv number but it's still only calling from carrier number. It only calls from gv number when I use the voice app to make the call. I uninstalled Google voice and reinstalled it and set it up with my new number and it still behaves like this. Before I changed Sims, it works fine. I'm on Android 10 btw.
