Usually I'll just put as many binder clips as I can in there and make the fleece as tight and natural to the floor as possible. They tend to ignore it then. I know whenever I leave any fabric within rat arms reach outside the cage, my rats just pull it in and use it for their nests haha. I think to secure the strips you could just weave them back and forth through the horizontal bars.
